JOB VACANCY ANNOUNCEMENT – 09-54
The U.S. Embassy in Dushanbe is hiring a Purchasing Agent.
The incumbent purchases local and off-shore items needed for the operation and maintenance of the American mission including government owned and leased residences. Reviews procurement requests for completeness and the presence of necessary technical information, conferring with the originator if necessary, purchases maintenance and minor construction supplies, tools, auto parts, office supplies and equipment through the local market which can be purchased “off the shelf”. Receives procurement requests, prepares purchases orders, vouchers and miscellaneous procurement documents and actually purchases commercial items locally. Responsible to negotiate the best price with the local vendors and ensures specifications requirements. Identifies items not available locally and prepares an assessment for government benefits to procure products overseas. Delivers locally procured items, as necessary, to the requesting offices throughout the Embassy community, including offices, residences, minor project sites, maintenance locations, Motor Pool, and etc.

Required Qualifications:
1. Completion of secondary school is required.
2. Minimum two years experience in purchasing or supply management, preferably in maintenance or construction environment.
3. Level III English (good working knowledge) in written and spoken English is required. Level III (good working knowledge) in written and spoken Tajik and/or Russian is required.
4. Must have a good knowledge of local market practices and suppliers, as well as local pricing practices.
5. Must be proficient with Microsoft Office Suite. Must have a valid driver’s license with at least two years driving experience. Must be able to drive a light truck for local purchases and related errands. Must have good filing and data management skills. Must demonstrate outstanding communication skills (negotiation, persuasion) while dealing with local and international vendors and all Embassy staff.
